The Public Prosecutor's Office of Krasnodar TerritoryThe development foundations of the Russian Public Prosecutor’s Office were laid by the Decree of Peter I (in 1722) that introduced the Directorate of Public Prosecutions in relation to activity of the boards and officials. The Public Prosecutor’s Office became an instrument to enforce the adopted laws, protecting those who suffered unlawful actions.

In Kuban the Directorate of Public Prosecutions appeared some later than in Russia, since the lands were inhabited only at the close of the 18th century, when the Empress Catherine II ruled. The early history of the Kuban Public Prosecutor’s Office is associated with the court and judicatures as well as was dependent on the very vital foundations of the Cossacks. The public prosecutor appointed by the Emperor Pavel I for the Cossacks’ Forces, was a member of the Forces managing board and participated in the military, business and economic matters. The prosecutor was far from being a chief supervisor over lawfulness: ataman in charge shared the powers with him. But by the beginning of the 20th century the authority of the public prosecutor grew among the Cossacks.

The Public Prosecutor’s Office of Krasnodar Territory was established in 1937, when the Territory was formed. The first Public Prosecutor of the Territory was Leonid Alexandrovich Vostokov. More than 10 years Anatoly Nikitovich Shkrebez gave to selfless service to the Motherland, and his work expirience is more than 40 years. A. N. Shkrebez gave start in life to a lot of workers of the public prosecutors office. Currently the Public Prosecutor’s Office is headed by Vladimir Gennadievich Ulianov, Candidate of law science, Honoured worker of the Russian Federation, Honoured lawer of Kuban.

About one thousand operating officers, well prepared professionals, devoted to their business are employed by the bodies of the regional Public Prosecutor’s Office. In the last years the young specialists filled the ranks of the Office.

The basic trends in the work of the modern Public Prosecutor’s Office are as follows:

  • supervision over performance of laws and lawfulness of the legal acts;
  • supervision over observance of human right and liberties;
  • supervision over obeyance of laws on operational investigations during an inquiry or conduct of a preliminary investigation, as well as in places of detention of apprehended and prisoners.

Besides, the Public Prosecutor’s Office performs the supervision over obeyance of laws in the interindustry spheres of activity.

The particularity of our region — nearboundary position, multinational population structure and high level of its migration — requires a great deal from Public Prosecutor’s Office.

Under conditions of judicial reform the participation of public prosecutors in the criminal proceedings takes on great importance. Appearing for the state, defending its interests and the interests of offended party, the public prosecutors greatly contribute to the real embodiment of inevitability of punishment for each of the crimes committed.
